The Choice for Multilateralism: Foreign Aid and American Foreign Policy

Why do states chose multilateralism?  In this colloquium, Helen Milner develops three theoretical frames that could explain this choice of foreign policy strategy, and examines the political bases of support for sending foreign aid through multilateral versus bilateral channels.

Helen Milner is the B. C. Forbes Professor of Politics and International Affairs at Princeton University, and is the Director of the Niehaus Center for Globalization and Governance at Princeton's Woodrow Wilson School of Government.
