Bio:
Julia C. Morse is an Associate Professor in the Department of Political Science at the University of California, Santa Barbara and a non-resident fellow at the Oxford Martin AI Governance Initiative (AIGI). Her research focuses on international organizations, with particular attention to issues of information and compliance. Her work has been published in the American Political Science Review, International Organization, The Journal of Politics, The Review of International Organizations, International Studies Quarterly, and Ethics and International Affairs, as well as The Washington Post and The Atlantic. Her book The Bankers' Blacklist: Unofficial Market Enforcement and the Global Fight against Illicit Financing was published by Cornell University Press in 2022.
Dr. Morse received her PhD from the School of Public and International Affairs at Princeton University, and holds a BA in Public Policy Studies and Political Science from Duke University. She was a post-doctoral fellow at the University of Pennsylvania's Browne Center for International Politics. In 2024-2025, she was a Council on Foreign Relations Robert A. Belfer International Affairs Fellow in European Security at the Oxford Martin AI Governance Initiative.
