The relationship between president and Congress has shifted, partly to and fro, during the more than 200 years that the United States of America has existed. It has resulted in a power balance between these bodies that is particular for this country. At the same time, a unique party system has developed in the US. These special features—which are interrelated—will be elucidated through a comparative outlook. In this analysis, conditions prevailing in Western Europe and Latin America are the main points of reference.
